Hungary is considered a flawed democracy due to the erosion of democratic institutions and the concentration of power in the hands of the ruling party, Fidesz. The Weimar Constitution, which was the constitution of Germany from 1919 to 1933, had several flaws that contributed to the instability of the Weimar Republic. One of the main flaws was the proportional representation electoral system, which led to a fragmented and ineffective parliament. Additionally, the constitution granted the president extensive emergency powers, which were later exploited by Adolf Hitler to consolidate his dictatorship. Furthermore, the lack of strong checks and balances allowed for the erosion of democratic institutions. Overall, while the Weimar Constitution had progressive elements such as universal suffrage and individual rights, its flaws ultimately contributed to the downfall of the Weimar Republic. **
